I have a few questions about this car, my uncle hasnt been using the car in the 5-6 months. Now the car wont start unless you jump start it.

1. Why is it that the car wont start and ive checked the battery and the notorious fuse 21 on the car and both are in perfect working order.

2. Im thinking about buying a second hand ignition or starter cause ive heard that they tend to not malfunction if the car has been sitting for too long

p.s. the're are a set of konig ultralights 16" on it and the center caps are beat to crap but the rims are in perfect condition, does anyone know where to get replacement center caps?

Try to get a voltmeter and check if the battery is loading when the engine is running, if not it's the ignition/ starter
 
If the car is starting when jumped, then that proves your starter is ok, because all you are doing is increasing the power available to the starter, that your battery alone can not provide. You need to throw a load tester on the battery - pretty much all auto stores can do this for you free of charge. Bets on it will come up knackered, and you'll need to replace it. That is of course, unless your alternator is goosed - when the car is running do your headlights run at full brightness?
 
Well, you can jumpstart the car, so the startermotor is ok, your lights are bright when the car runs, so your alternator is ok. That just leaves the battery.
 
When you say you had it checked, what did they check it with? You need a proper tester that tests it under load, and checks for dead cells etc. Not just something that says how charged it is.
