What's the reason for the way the poll order themselves?

From my time as curator of the Cool Wall, I've noticed that when you click to view the voters of a poll option, the voters are listed in order of the time they registered for the site, instead of the (In my opinion) more logical way of the time at which they voted in the poll.

I presume that's a consequence of how vote data is stored in the database. Only the developers of the forum software platform could thoroughly explain the design decision.
