I think it was fixed last night, I was able to add some decals to my collection and then add them to a livery I was working on. I haven't checked yet that it's still working this morning.

Thanks @wowbaggerBR, but I can't claim any credit for the design itself, its by Berzerkdesign. When I saw the livery on Twitter I thought it looked good and also thought I could do a reasonable job of it in GTS.
