Horsepower differences

I was just wondering, why is there always a difference in horsepower b/w what it says on the garage screen and what it says on the replay screen and all the other ones?

"This is only my theory" that the Hp displayed in the garage is BaseHorsePower (I hope that is right) to the engine/ from the engine and the Hp displayed in the races is Hp to the wheel.

The garage shows the HP as it is currently. The replay as if it needed an oil change, that is base or lowest HP. Why, who knows... There was a thread on it some time ago.
