This is a DNS virus that changed where your internet went the FBI took down the crims behind it and replaced their servers with their own for the time being, now that their taking their servers down you may be with out internet.

This means you are infected not are going to be.

If this affects anybody in Canada, I'm safe. Hope nobody gets crippled by this malware.

You check that the DNS is not as the same as the ones listed here:
To make the comparison between the computer’s DNS servers and this table easier, start by comparing the first number before the first dot. For example, if your DNS servers do not start with 85, 67, 93, 77, 213, or 64, you can move on to the next step. If your servers start with any of those numbers, continue the comparison.
85.255.112.0 through 85.255.127.255
67.210.0.0 through 67.210.15.255
93.188.160.0 through 93.188.167.255
77.67.83.0 through 77.67.83.255
213.109.64.0 through 213.109.79.255
64.28.176.0 through 64.28.191.255

I grabbed that information from the FBI here.

My computers internet randomly went out at 1:02 PM EDT. My mom's computer downstairs is fine... All I did was restart the computer. It's also stuck in the Windows Classic theme; it won't let me change it.

I'm typing this over a wi-fi connection.

Also, it says that it can't find the dependency package/service when I open the "Network and Sharing center."

It's almost like my computer is in a Safe mode, but it's not. Is this from the malware? Anti-Virus isn't detecting anything.

Sorry to hear that, even more sorry I have no idea. Good thing is, many helpful people on here can help, hopefully soon.

EDIT: Just realized, that sounds like a path problem, but I don't want to lead you down some road without proper knowledge.

you can try this at the dos prompt Try opening a DOS window and typing:

CD C:\WINNT\SYSTEM32<RETURN>
IPCONFIG<RETURN>

or why not use...

You can Click on Start button > Settings > Network connections
Double click on Local Area Connection
Click on Properties button
Select Internet Protocol (TCP/IP)
Click on Properties button and Look for Preferred DNS Server:

I tried that, and the DOS Prompt shut down when I typed it as well...

Also, whenever I open anything related to "network" it says It can't start without a dependency service. What does that mean?

I'm thinking you are missing windows system files for some reason. I'd backup any data before you try anything drastic.

recently i check it on my ps3 and the site give me the message of the advise of the malware so how i fixed on my ps3 .cheers

You know where to find the network settings in the PS3's XMB?

Edit:
Most likely the settings in your router have been changed. I don't think that the PS3 can be infected with the malware.

In network settings there is an option to view your IP adress etc etc. I think it's the last one. Check your DNS.

If it is a number as below
85.255.112.0 through 85.255.127.255
67.210.0.0 through 67.210.15.255
93.188.160.0 through 93.188.167.255
77.67.83.0 through 77.67.83.255
213.109.64.0 through 213.109.79.255
64.28.176.0 through 64.28.191.255

You'll need to read this :
Read me!

That is if you set it.

Normally it is set to AUTO which will get the data from the modem.

In which case your modem will tell you unless you manually set it to go some place else.

I have OpenDNS setup in my router, and my PS3 takes those numbers as DNS.
