The taxi companies wanted these rules so that some shmoe with a few cars couldn't come along and create competition. In many of the cities in the US they lobbied for rules to have certain kinds of licenses or medallions that were limited. It has been in the interest of the taxi companies to make it so that it would cost a quarter million dollars to become a driver. No one could come in and compete with them. If the taxi companies are worried about fairness and level playing fields they shouldn't have worked to make it so unleveled that no one could compete with them in their own business.
