I'm not sure... @Alfabob46 got to within a few tenths of your time in his M4 last night, so I think power and weight adjustment was ok.
IMHO the M4 is not 100% balanced,
I was over half a second behind Nuschel01 in qually and in race, and he wasnt in the fastest car in class.
You could say it's because he's a faster driver and that's true, but I think there are some balancing issues involved also.
I would like the power and weight reset back to 1.15 as I felt that was better balanced back then it was just the fuel save that made it an OP META for sure.
Maybe I'm wrong, we'll just have to see what bop adjustment's come in the future and how it plays out.

Maybe not perfectly in balance, but the fact that you set such a close time in very few laps shows that it is still a competitive car even after the power reduction and weight increase.
I don't think it was just the fuel economy thing as, if so, it wouldn't have occupied the top 10 for most group 4 events....

Doesn't matter, a faster car... makes you faster, controlling a car is lovely, but if that car is 2 seconds off the pace you won't get too far in it. Much better to learn a quicker car, adaptability is a great skill to learn.
Latest BoP has made the cars closer than ever, there are no cars that are that far away from anything else, see Tidgneys BoP testing thread. Only on specific tracks do some cars have a 2+ second advantage over others but for an overall meta? I’m not so sure

An overall meta doesn't exist, a lot of tracks and situations require different cars right now, that said, you should still learn to adapt to the meta car for said track or situation.

A lot of people see the top ten leaderboard and jump in the meta car even though they have not yet learnt how to drive it, get a qualifying time then spin it during the race. My point is why would you drive a meta car you cannot yet control over a car you’re comfortable with. Again this doesn’t apply to the top tier drivers.
