That's a a poor translation from that tweet. I think it actualy translates that the 1,000,000 cap was temporary and will be removed in 3 hours; NOT replaced temporary for 3 hours !

From what I understood a guy said he lent his car to his friend but his friend couldn't send the car back because of the restrictions so Kaz removed the restriction because of not letting gt5 players get a warning of what was coming. However how long it will last, no one knows.

Well X2010's are 20,000,000 so i guess that means the cap is gone. I don't know any more than that and i don't have any sub-accounts to try sending between. People have been reporting these trades for well over 3 hours now, that tweets translation is wrong.
