It's not a tune really. That's the HP it puts out after you break the engine in.

As Koios said, that's breaking in the engine, you do that by running 300km (10 laps on SSRX) on that car, then go to GTAuto and change the oil, et voilà, your car has reached it's max power, but I've read that the cars start to loss their power after a few thousand of kilometers

Have your Bob take the car around Grand Valley in the endurance race. That way you make some money while he's breaking the engine in. Also, I found this web page helpful for figuring out increases and decreases in power.
