Why did PD limit the credits to 20 million?

To encourage you to spend spend spend so the dealerships don't go out of business :)

(Plus it equals the credits for the most expensive car, I don't see why you would need any more than that)

But then when you buy the most expensive car you have to basically start again.
 
I think he's worried that once he bought the 20mil car, then he will be broke, won't be able to buy anything until he saved another couple mil.
 
Also to stop people finding exploits to gain unlimited cash. Simple way to make sure it never happens. There's always a glitch to do something.
 
It's just because of the pennyless trophy.
Copy your save somewhere, delete it from PS3, start a new game and spend 20k, get trophy, copy your old save back.

So i would say... that's just another weird decision by PD. Nothing more, nothing less.

To buy some other cars maybe? Or tires? Oil? Paint? Rims? Spoilers? Cleaning? etc etc etc...
