Im pretty sure in a 2.0 comp you were always going to at least one-up me:lol:.

Phototravel - Kyoto Gion.
Used three layers - motion blurred the background (layer 1), applied radial blurr to the wheels of the car (layer 2 - selection of car only), used Multiply blend mode (layer 3 - selection of windows only) to darken the windows as there obviously was no driver.
A little more complicated than it sounds - a bit of mucking around to get the motion blur right without bits of car or blank image being blurred aswell. Easily done if you go beyond 2.0 editing but more difficult/time consuming when staying within the rules. Conforms to the rules - no objects added or removed - layers/blend modes used - motion blur and a little post editing - colour balance/contrast etc...
