I have seen a lot of people complain that this "upgrade" makes their cars worse.

Is that really true? Personally I haven't tested it, but I always add it to my cars. So this is kind of disturbing to me, as it cannot be uninstalled.

The description makes it sound like something good to have. And on top of that it costs 20,000 credits, which is one of the most expensive upgrades you can buy. Why would PD have this option available if it makes your car worse? I just don't get it. And why can't it be uninstalled? That doesn't make any sense to me either. If it is something that is personal preference, then give us the option to uninstall it!

Can anyone cut through the BS and give some solid info on this topic?

from what I understand, in general getting the chassis reinforcement increases stability through corners and induces understeer.

Therefore its a good upgrade for certain cars (viper acr, corvette zr1) it is a bad upgrade in cars that don't need it and creates undesirable understeer.

I too am looking for more solid information so hopefully someone who knows will pop in and give us the skinny.

It stiffens the car up by a lot. Even though the image is a strut brace, what it's actually doing is adding bracing all over the car, so it becomes really stiff. The bodyshell will become really rigid and it wont flex like a normal car body. You end up with a more stable car but as a result you'll get increased understeer. If you can tune that understeer away, then the increased stiffness is very handy.

I've never noticed a bit of difference (to cars with upgraded suspensions anyway). Personally, I don't think PD's physics engine is sophisticated enough to realize the effect it has IRL.

Just my .02
