Engine Wear?

Couple of questions about engine wear:
1) How low can you get your HP if you never change your oil? Will it only drop to a certain percent of what it was or will it keep going down?

2) Can it ever be permanent, so no amount of engine rebuilding or oil changes will get it back up to what it was?

Also with engine rebuild the car restores it self, so no hp wear will be permanent.

After ca. 15000 km an engine restore does not restore the full power anymore.

That's a lie. It stops at a certain point.

I can confirm this to some extent. I don't know at what point the power was permanently decreased, but my Red Bull X2010 was 1557hp when fully broken in. My engine restore only put it to 1552. Bob has put 50k miles on this machine, and I think that engine restore was done after about 20k miles. I don't plan on doing another until it gets into the 1300s after an oil change...currently 1452.
