Well, there not EXACTLY hydraulics, but they act the same way
You need a Land Rover Range Stormer Concept.
Buy;
Racing exhaust
sports chip
Stage 3 NA tune up
ss racing tires
nitrous
racing brakes + brake controller
Full Customize Suspension
variable center diff
all 3 weight reduc.
SETTINGS-
NOS=50
Brakes=f-24 r-1
suspension
Spring rate= f-5 r-3.8
ride height= 336 both
Shock bound/rebound= all 1
VCD=10
F/R balance= -50
It has huge weight transfer.
To use like hydrualics, reverse, then let go and hit gas+nos at once and the car will back up while being on hydraulic steroids :)
Also, try swerving and then hitting brakes to get it to be a tri-pod. I lost my flash drive so is someone gets a pic, it'll be great.

You do realize that it will work with every SUV in the game right? Same settings as you've posted.

This is no big surprise either, especially if you take the time to think about the weight transfer involved when under heavy braking on a very soft suspension. You can increase the effect by adding to the ballast weight and moving it towards the front of the vehicle.

Yeh its a cool trick alright, that land rover thing rolls around like a bikini clad hottie in a tub of jelly (nice mental image). When driving the thing in arcade i was waiting for the wheels to pop outta th guards like some games do.

Enjoy it though coz real landies have nothing sporty about em
