which cars are allowed in supercar festival?

One of the conditions is "unmodified cars". What does that include? I mean the Yellow Bird is allowed when you tune it up although it is already a lot modified when you get it. One the other hand I bought a spirra (or how is that korean coupe called), tuned it up to 500HP but I wasn't allowed. So what is the dinstiction?
