I had a plan for those collecting 0/0 cars but do not have many 1000 tickets or time. They can take part in a fun lottery game.
Each person names a car they want in 0/0 and send a 1000 ticket to a designated person. Lets call this person the raffle master. The raffle master collects all the 1000 tickets and begins to use them until one of the named 0/0 cars appears. Each day with his/her vast number of 1000 tickets s/he can churn out requests.
