Extra menu 45: I already have 2 of these cars marked "acquired" in my collection, but not credited in the extra menu. I sold them a while back. Am I supposed to buy again?
Also Gr 3 physics changes really dropped everyone's qualifying times in daily races.

Yes. You need to have the cars in your garage to count for the Extra Menu Books.

it was a general rebalance of the "Balance of Power" configurations to each car.

Yes, and as everyone is affected, no one has an advantage of it.

If that's true why do I have credit for other cars already sold in uncompleted menus? Unless this only applies to new menus that pop up after cars sold.

Yes. Once you've met the completion requirements and been given the reward it doesn't get undone again...
