Alright, so some time has gone by since the original post about this. I feel that enough info has been brought to this thread and I think we now have a definite answer for the long time question
"How Do You Get A 1000 Ticket?"
I can confirm what Slower Than Bob says, because I ran a 10 hour rubber band grind with my X2 on the Like The Wind - Indy track and when I got done grinding, I backed out to GT Life and I received a ticket. I then went and changed the oil, backed out to GT Life and received a 2nd 1000 ticket. So you don't need to back out every few hours. GT5 keeps track of where you're at in account to 100 races and 1000KMs and awards you accordingly.
BUT REMEMBER, you will want to go and change the oil after you back out of the race or grind because once the oil has been changed you might receive a 2nd ticket for accumulated WINS and KM's. If you've run one long grind and GT see's you've raced 320 races and 3599 KMs it will award you 3 tickets for the 300 races) and 3000KMs. The excess 20 races and 599KMs then count towards your next ticket. Understand?
I want to say thank you to Greycap and Slower Than Bob for helping me to get a definite answer to this question. As you can see I did use your quotes, and I did make some slight changes to them so it would be a little more clear. Any words of mine that I added into the quotes are marked in brackets [ ].

You get a ticket every time you've won 100 A-spec races AND accumulated 2000 A-Spec km - if one of the criteria is filled but the other isn't, nothing happens. A hundred victories does nothing if you've only done 500 km over them, likewise 5000 km does nothing if you've only won 90 races since [you] last [received a] ticket.
In the first scenario, the victory requirement has been reached, and you will [then receive] the [1000] ticket when the mileage requirement is met - no matter how many victories [you have] at the point [of accumulating enough KMs].
In the second [scenario] the mileage is there and you'll have to win ten more races [in order] to get the ticket.
Only A-Spec counts (your total mileage shows B-Spec too so it's not much of a help) and the counters are reset after every ticket.
Also, i can now confirm that the game remembers your KM's and # of races even if you 2x or 3x the requirement for a ticket.
That is...on a long auto grind you DO NOT have to stop every 100 [wins]/2000KM to collect your ticket, as previously thought.
For example: i just completed a 20hr auto grind tonight, when i stopped and backed out to the GT life screen my ticket popped. Then i had to choose another menu option ( i checked the UCD). After exiting the UCD another ticket popped. Enter and exit the UCD again and my third ticket popped.
