Is it just me, or does anyone else think it's odd that only the Pagani Huayra and SRT Viper can swap their wheels?

Shouldn't this be an option on all the street cars? I wonder which is the bug. Is it a bug that these cars can have custom wheels, or is it that the other street cars cannot have custom wheels?
 
I think being able to swap wheels on the Pagani & SRT would be the glitch. Since these cars cannot be painted, Polyphony probably doesn't want them altered.
 
Silly. Why block it? Personalization is such an important element, why lock it out on these cars?
