Because a police officer is trained to drive at such speeds without endangering lives, perhaps.
I think the point Famine was trying to make is that not every police officer who's in a car is actually qualified for high speed pursuit.
 
That's why I said "BASIC" police driver, and added:

they're barely any better training than your average driver and driving at the very edge of the maximum the car can withstand?

Not someone like my friend Reg, who's a very, very advanced police driver. A basic copper in a car.

Pursuit and response drivers have more training. But even so, having a car straining against its mechanical limits, no matter what the driver's training is ought to be considered more dangerous.

I would rather having a police officer doing 140 than someone doing 172. At least you know the police officer has the best interest of the public in mind.

I'd rather have a Porsche doing 172mph than a Vectra doing 140mph. At least you know the Porsche was built for more and won't rattle itself apart...

While I caught your sarcasm in the last bit I still take issue with the first bit, and I think if this were coming up in our rear-view mirror we would both ultimately choose the police officer over the someone, regardless of vehicle.

No sarcasm intended - a 190mph car doing 172mph is well within its boundaries. A 140mph car doing 140mph (on tyres rated for 141mph) is at its boundaries.

And, in this example, is a Vauxhall.

The vehicle is part of the issue here.

We're talking about a car within its abilities with a driver holding a basic UK driving licence vs. a car at the edge of its abilities with a driver holding a basic UK driving licence wearing a funny hat.

The only difference is that the funny hat gives the second driver exemption from certain road traffic laws if they judge it to be necessary. They are not necessarily (9 from 10 police drivers) any better trained than Joe Q. Public.

One of my acquaintances is a basic police driver and wrote off a police-liveried Ford Mondeo in a car park.

Shocking and horrific? Come on.. How much is 172mph in km/h? Like 280ish? I personally know of 2 people here where I live in Canada who've done about 270ish km/h on the highway. Granted, they were on street bikes (Yamaha R6 and don't remember the other one) so it's a different matter and our highways over here aren't really congested at all.
