I remember seeing it as a reward leveling up but I didn't choose it, I chose the credits instead assuming it would be a cheap car. I then looked at the dealers and auction house, can't find it at all, are some reward cars so exclusive that you only see them while leveling up?

You are mistaken. There is no such car in the game. As it is, there are a lot of Mustangs in the game, (Note; I was going to say too many, but then decided against that). Just check out this list below.
