Actually... THAT is something to consider... Since PSN is down, will anyone who has a birthday this weekend get their tickets? Or does GT5 have to check the PSN servers to give them?
Will those people get a ticket, or do they just get ripped off? I know they can be created fairly easy, but they shouldn't have to.

No is the answer, anyone with a birthday with PSN down will not get a ticket, you have to be logged in on the GT servers to gain any gifts same as no one is being gifted paints and museum cards like they normally get at the moment. It's still possible to get level tickets and 1000 tickets while in offline mode
