You can get it from a level 12 ticket

Level 12 ticket, birthday ticket (2008), or a 1000 ticket. I haven't gotten it yet myself, but I really haven't been trying either.

It is but it happens, i was surprised when i got a titanium grey one from a 1000 ticket 👍

Here's a good way to attempt to get that vehicle if you don't know already. Always best to be safe. Don't use your ticket yet. Exit the game and back up your game save from your PS3's HDD onto a USB flash drive or any other compatible external device. Then re-enter the game and use your ticket. If it is not a vehicle you want, exit the game and restore your save game from your USB flash drive or any other compatible external device onto your PS3's HDD. Repeat these steps as necessary.
