when i go to change my resolution from normal to 480p it changes and goes to the new resolution but when it asks me are u satisfied with these settings and i press ok it goes back to interlaced resolution and it dosent apply but it still says 480p in the game settings even tho its interlaced in the emulator osd

There exists at least one deinterlace cheat out there for GT4 on PCSX2. The randomizer mod comes with one alongside the mod patch. Not sure if other ones exist.
 
By default it only changes to 480p when you are in racing mode. Most menus stay in 480i sadly.

It is the same on real hardware, as I can clarify.

You need a no-interlacing patch for this, latest builds of PCSX2 unfortunately broke the one for NTSC.

No interlacing patch works fine for PAL though.
