Some cars are inherently faster than others. When both are well set up, my Ferrari 430 Scuderia 07 is faster than my Tuscan RM. Both are about 600PP.

What is your fastest car that's about 600PP - without significant adjustment to the power limiter?

I ask this because I see many online races with PP limits at or about 600PP.
 
My FTO only gets up to 591 I believe. My BMW M3 GTR race car is faster than the FTO on most of my custom made tracks.

Yeah, the FTO is a bit shy of the cap, and there are a few cars you can chop down to 600 that may be slightly better, but I wasn't sure what the OP considers 'significant' power limiting. But like you said, the FTO still beats out the M3 on a few courses, and I'm assuming your custom tracks are probably longer, wider open tracks, where the M3's higher HP is the winning difference. The FTO should win on most of the in game tracks, like Deep Forest, Trial Mountain and the tighter more twisty tracks. It's also 4WD which is nice, it's very nimble at only 980kg and I'm willing to bet it's a lot easier on tire wear than the M3 for longer races, probably gets better gas mileage too ;)

I suppose there's no single car that is best everywhere(X1), but I'm confident the FTO will consistently be among the top in this PP range.

This is because of how down force is calculated into pp.. Kill all downforce you can in the tuscan and match the pp of the tuscan with the scuderia. Then take a lap around nordschlife. All things equal, and with much of the added pp from down force gone, your lap times should be very similar.
