A couple of thoughts on things that look "wrong" on your tune; just gut feel as I'm not near my PS3:
- Set your camber to zero. It doesn't seem to work properly, and is definitely costing you time under braking and acceleration.
- Once you've set your camber to zero, the toe settings need adjusting too. Your rear toe is too high, I suspect you want it around 0.4. Your front toe probably needs to be nearer -0.2. (I would use a high rear toe to reduce power-oversteer, but I never use that much. Your front toe is likely making the car very 'pointy')
At that point, I'd assess whether the car feels unstable at turn-in and under braking. If it does, consider increasing the front spring rate. Most of the really fast guys on here use soft front/hard rear, but with a DS3 I find it makes the car too nervous and I can't react quickly enough to the car's direction changes, so I tend to run a stiffer front.
Next, how does the car feel through the longer, steady-speed corners - does it feel reluctant to turn? Your diff's initial torque looks a bit high, if you're finding it hard to turn then reduce it a couple of steps.
Lastly, it looks you're using maximum downforce all round. I usually find I need to reduce the rear downforce when running maximum front downforce. After you've dropped the rear downforce, check your straight line speed as you may now be bouncing off the rev limiter.
Obviously you could just slap on a big turbo, but I guess you want to keep things at least a little realistic
