About GT Sport preorder cars on PlayStation Network

So deluxe and standard edition available...standard edition offers pace car pack and deluxe ofers same pack and 12 more cars...
My question is are those 12 cars be available for standard edition buyers in dealerships or will they be locked and available just for deluxe owners?

Those cars are in all versions. Preorders just give immediate access to them.
