Ok, here's my idea:
Keep gifting in the game, but keep it limited to $1-1.5 million, but add in an auction house like Forza 3 so that people can still trade $1+ million cars and make some profit off of unsellable cars that they don't want to just get rid of.
Have some sort options like premium or standard, engine type (V8, V6, I4, etc.), drivetrain (AWD, FR, FF, RR, and unknown (like X1 for example)), price, country of origin, mileage (for those who are crazy for 0 mile cars), and other options.
Not sure if it would be best to kill duping then or not, since trading=being able to be scammed. If duping should die, add in a server-side checkpoint that won't allow gamesaves older than the last time the game was saved to be used. Ex: You have a backup save that was saved 12pm, and just recently saved the game at 1pm. Now you can't go back to the previous save. Not sure if something like this could work, but maybe PD could use their "Japanese magic" to do something like this.
