Why can't there be a civilian variant of the Buzzard? In online air races, you can pick the color of a Buzzard and its unarmed. I'd love to have my own personal Little Bird. Hopefully, since people know it is unarmed, they won't fire upon it when they see it. Whenever I like to fly the regular Buzzard, I think I scare people with it. I only wish to observe players with a very nimble helicopter, not slaughter them with it.

There is. LSPD precinct helipad. It alternates between an LSPD Maverick and a civillian Buzzard.

Does that work online or is it single-player only?
 
I think it's offline only.

Also, on rare occasions the LSPD uses a Buzzard instead of the Maverick.
 
The 'civilian' Buzzard is online, flew one a couple times this weekend.
 
Yes at the Precinct. I picked up a fellow free roamer and dropped him at the Precinct with that Buzzard on the helipad.
 
Are you guys sure you're not flying the Air Ambulance? It's a modified Maverick, similar to the Police Maverick and only has 3 blades.

The Air Ambulance spawns at the hospital. The precinct spawns a Police Maverick or a Buzzard.

I've had an Air Ambulance spawn at the police station near the Vespucci Helipad.
 
It should be the precinct near the LS River.

Hacks probably. I imagine if you get to the code level of the game you could add properties to your content creator you normally can't in-game. Such as making it a Vehicle DM, people respawning in vehicles, etc.
 
It doesn't really surprise me that there's probably hackers involved... And neither would it be a surprise if R* removed it. :boggled:
