For me, Michael's ultimate character is truly revealed in the first movie at the end when he is talking to Carlo. That scene coupled with the the cut scenes to the hits while Michael Rizzi is being baptized is a powerful ending to the movie.
"Barzini's dead. So is Phillip Tattaglia -- Moe Greene -- Strachi -- Cuneo -- Today I settled all Family business, so don't tell me you're innocent, Carlo. Admit what you did. Come on. Don't be afraid, Carlo -- Come on, you think I'd make my sister a widow? I'm Godfather to your son, Carlo. No, Carlo, you're out of the Family business, that's your punishment. You're finished. I'm putting you on a plane to Vegas. I want you to stay there. Understand? Only don't tell me you're innocent. Because it insults my intelligence -- and makes me very angry."
And while Carlo WAS out of the Family business, he never did make it to the airport (garrotted in the car just outside).
