if you look at the garage it is blacked out which means it can't be traded. the overall value is over 1 mil

The UCD price is a used value. The car is valued over 1,000,000 Cr. as new. It's that value the trade cap applies to hence you can't trade it. That's why I can't get my NSX-R prototype LM race car.
