When I was last in the game, a Athlon 64 X2 3800+ was a pimp $300 CPU

Now, I'm gonna build a budget, integrated gfx box and naturally am going the AMD route. What should I get? $110 is about how much leeway I've given myself the way the machine currently looks. So, what to get?
What is the deal with these new X2 BE-2350's? Does super-low wattage = cool and efficient? I would like to have this box use as little energy as possible and be quiet and cool. The last few computers I've had have been either loud, or hot, or both... I want to have a quiet and cool comp! I take it this CPU will be good? But will it be fast enough? When Spore comes out, I will add a decent DX10 card, so I still want some speed!
Now, looks like for that price limit I could get a 65W 4600+. Would this be much faster? How about power consumption/heat wise?
I could get a cheaper 65W 4200+ and put the saved money to other components, like a bigger hard drive or higher end motherboard. How does this compare to the others?
Any help would be greatly appreciated. Any other tips to keeping this build quiet and cool? I'll be getting this Cooler Master case, which has rave reviews
