Is it possible to tune it down to 800 pp (by adding weigth / using power restrictor) so that it could be used for Sardegna?

yes it is, i have completed numerous races in sardegna with the restrictions you have given and i regularly use it for money grinding. the only advice i give you is that if you do this to the mp4, only go to second gear while going round corners or turns. the acceleration is greatly decreased by shifting to first gear so that's all i recomend
