Basically, buy all the upgrades including the High-end turbo. Then:
Go into transmission and set to 155(MPH). This gives good mid-range(~40-80) at the expense of low-end acceleration.
Now for the fun bit. Go to suspension. Set front and rear camber to 10, increase rear and decrease front spring rate, then set ride height to maximum front (120) and minimum rear(-70). This makes it a bit twitchy, but it looks hilarious. Add any aero you want,and voila. It should be possible to do 115.
