Anniversary Edition - How do you access the extra content?

I bought a 2nd hand copy of Gran Turismo 6 - Anniversary Edition on ebay. I've been playing for a few weeks now and I haven't run into any special content, it's supposed to be some extra cars right? Where do I find them?

Is it possible that the previous owner used a code or something and now I won't be able to access the extra content?

Yep. The bonus content is all downloaded from PS Store via codes found on a card in the box. It's not likely to still be there on a secondhand copy.
