Is crossing the concrete in turn 4 cutting/cheating?

I think the norm here in GTP is that you are allowed AT MOST two wheels beyond the white lines. So yeah, passing through that white concrete part in Turn 4 is considered cutting a corner, and thus cheating.
 
For online racing or official TT I don't cut, but for offline racing against AI and self TT I cut, as I have done since GT1. The track flows better that way IMO.
