Any games like redline racing?

I enjoy redline street legal racing because you can drive street production like cars; then fully mod them.

For the pc I can't find anything really similar

mostly i just want

tuning (doesn't have to be insane like redline, but hopefully better then Gt5 :D)

street econ cars

track is fine, but if they have city that's cool too

also I have played every single NFS game; and all pc race games are mostly F1 cars; or 800 hp track games.

also I prefer realism, but whatever :D hit me up with what games follow these guidelines.
 
I remember that game it was fun as hell. I'll put on my flame proof jacket and say some NFS games have been street racing, but you've said you played all them so I'm curious to see some replies.
 
What about Gt5 or Forza for the PC?

I know of all the racing games that are like, nascar and purely track...

I guess I dont' care if it's on a track, I prefer that, and I prefer real simulation. But I just love taking any production car that you can buy and modding it; then racing it.

Why hasn't anyone made a PC version of Gt/Forza?
