Apply motion blur to reflections in moving cars

Car is moving, the ground and environment is motion blurred, but the reflection on the car body seems static:


Same here, notice the reflections of the building:



...or is my sense of physics completely off and it's supposed to be like this?

Well, the car is your focal point, and the reflected image on it is not really moving, I'm not a professor of optics, so I can't definitely answer your question. The reflection on this car appears blurred due to the shape of the surface I assume.
Keep in mind, a blurry reflection is probably quite computationally expensive, and couldn't be wedged into GT6 without the sacrifice of something else, same situation as the lack of smoke in rear view mirror.
