Are AI cars set to default tune?

Question in the title. I apologize if this has been asked, but honestly I searched for it.

As in with no setup changes? Well in terms of actual setup they are stock (although being AI they do rreact differently than we would to stock setups), but sometimes the horsepower will be different with modification/limiting (weight never changes).

I think I got most of that, thanks. Just been grinding the Extreme series American Championship with progressively less-competitive cars to see where I start not having an edge and wanted to use some of the cars that are used by AIs (and be fairly evenly matched).
