It seems like most people pretty much agree that GT3 license tests are a lot harder than GT2. I think this is definitely the case at first. I remember the first time I played GT3, I thought B-8 and S-8 were really hard just to get bronze. Going back later to get gold, it took me a few hours each for some of them.
GT2 license tests are really easy to get bronze on, especially since most of the tests except the S licenses are about 20 seconds. I got gold on B and A a couple years ago. But I've been going back and trying to get gold on the other ones, and some of them are really hard.
Look at IA-3 -- the NSX at Apricot Hill. That test is only 30 seconds, but it's really hard. It's impossible to make a clean run and get gold. It's basically a test of seeing how far you can cut into the grass on the last turn without failing.
S-4 -- the Pennzoil Skyline at Midfield. This is the same as S-4 in GT3.
Look at S-7 -- the Viper Oreca at Laguna Seca. This is just as tough as anything in GT3. It's the same test as S-6 in GT3, except in GT2 the Viper is much harder to control.
I guess a lot of people really hate S-2 in GT3 (GT40 at Seattle backwards), but I really like the GT40 and I think Seattle II is just about the most fun track in the game, so I didn't mind it.

Maybe it's just because I'm used to GT3, but GT2 seems so much more twitchy and harder to control, and the bad graphics make it harder to see your marks (maybe I'm the only person who actually uses the little numbers by the track to know when to brake).
