Are HSV and SVT considered tuners?

Both specialize in after-market add-ons, but because both are made up of in house engineers, are they really considered tuners or just extentions of Holden and Ford automotives?

I think that they work together with those brands like AMG does with Mercedes.

It was, but SVO died out a while ago..

SVT is Special Vehicle Team which is Ford, I wouldn't consider it tuners ins some cases, but I would in others. For instance, I would consider Nismo a tuner, and Ford Racing a tuner, but I wouldn't consider SVT or Dinan, simply because most of their products are found at a dealer.
