Are qualifying rankings region locked?

Just wondering if the qualifying times for Sport mode are separated by region. Americas, EU, Asia. etc.

For example i've noticed that the qualifying rankings only show those times from Asia region on my friends list (same for top 10).
 
Yeah they are. Last night I was wondering why I was seeing dragon side qualy times being posted in the tunning section faster than the top 10 times in my region and they were not on the top 10. People would have called them liars.

Thats too bad, I wish you could see qualifying lap times for your friends list. Most members here are US/EU, I am on Asia server so the top 10 listed are mostly Japan.
