Are UCD cars rust free?

I find it annoying that you can't inspect a UCD car properly. How do you know it is rust free? How do you know it doesn't leak oil? How do you know the gaskets are all good? It doesn't make sense. I don't want to buy a lemon, esp as the credit grind is harsh.
How do you deal with this terrible state of things?
 
I personally was upset that I couldn't negotiate financing for my FC. Like, yeah I know it's historic, I can get the appraisal afterward, I just need the personal loan up front!
