I am NOT trying to criticise you in any way, but I think you misunderstand the concept of "tuning" your cars.
Granted, you can copy somebody else's settings to make your escudo go 1000+mph, in fact any high speed setting may be ok, but as for handling, this is not possible.
Tuning a suspension is not like tuning a radio. You dont select the "right settings" and have it drive the best way.
No two drivers drive the same, and this is not a theoretical academic difference, it is a fundamental fact. My roommate can do a 1:15 lap in laguna Seca With a properly tuned Viper GTS, whereas I struggle to break 1:20 in the same car. In My Viper GTS, I can easily get down to 1:16, perhaps faster, whereas he has a hard time not tailing out.
I fully suppport creating a tuning GUIDE, with explanations, EXAMPLES, and animation (I do some flash professionally) and I'd be happy to contribute to it with my settings, and an explanation for each. Such a guide does not exist with satisfactory depth anywhere that I can find. This would be a great project.
Unfortunately, there is no such thing as a one size fits all setup. The initial settings are those that are all around good settings for beginner drivers. They allow you to keep your car under some semblance of control, and be competitive.
The very nature of tuning is customizing to an individual's driving habits.
