Assigning a static IP to my PS3?

My network is currently being very irritating, and is refusing to assign an IP address to my PS3. However, since it's a family network, I can't change settings to my liking - for example, I can't connect my PS3 directly to a router. It's occurred to me that the best step forward might be to assign a static IP to the PS3, though I'm not sure how to do so or if it'll affect other users on the network.

So, 3 questions -
1. Would assigning a static IP solve my network issues?
2. Would assigning a static IP be detrimentary to any other parts of the network (would it slow down the network, etc)?
3. How would I go about assigning a static IP?

I apologize if this has been posted before, I tried using the search function and it yielded no results.
 
If you do use a static IP then you need to reserve that IP on your DHCP server [router] or assign an IP that is outside the range given by the dhcp server to make sure that it is not given to any other device on the network or can cause an issue.
