ATI Catalyst and Control Center & Control Panels

From what I understand from looking at the driver download page for the Catalyst 5.4 set of drivers, the Catalyst Control Center requires the .Net Framework where as the regular control panels do not. I would go ahead and download the regular driver set that contains the Control Panel and not the Catalyst Control Center.

Feature wise, I have no idea what the Catalyst Control Center does.
 
Right now i have the Catalyst 5.3. That means i should download the Catalyst 5.4 correct? Please explain more about the difference of them both.

Only if you're having problems with your current set of drivers or want the most recent version of drivers for your video card should you download a new set of drivers. A newer set of videocard drivers commonly contains fixes for bugs discovered after the release of an older set of drivers.

I'm still running Catalyst 4.x if I remember correctly. It's probably time I upgrade though.
