Australian release, what happened to penalties?

I thought we had a penalty system? You know hit a wall/AI car too hard and the screen goes blurry as well as a speed limit for a few seconds.
The first I knew about the Australian release was a friend of mine calling me up to say he had it and it was all bump and grind to win a race. Videos have been posted about a blur effect? On hitting something too hard etc.
We have played it for the last 5 days and no sign of this except in arcade mode and that is only the speed-limited penalty, where is the screen blurring effect we thought was included. And arcade mode for the penalty, should that not be in the actual game as in GT mode where we all spend our time. Do you guys have it NTSC?

I get the blur effect when I hit a wall hard, its quick and doesnt have much effect.

In the Missions and Special condition halls you get a 5 second penalty for bashing into things.

Mission Hall, Special Conditions and License Tests are the only modes that have the penalties.

License tests don't have penalties - you just fail. Special Condition and Mission Hall give you a 5 second penalty for ramming something hard enough that your radiator would be in your lap in real life.
 
Blur effect ONLY occurs in bumper cam NOT roof cam NOT external cam. Personally I think the blur makes for some really intense crashes when your pushing it at high speed and crash out.
 
I absolutely love the blur effect. When I hit a wall in a fast car, the wheel jerking (I use a DFP) and the screen blurring can actually make me jump! Sometimes my heart will be racing after I do it. Good work PD. This, coupled with damage in GT5 will make it even more exciting. :D

The blur effect works great, totally confuses me when i crash i suppose its pretty realistic in that it disorientes the driver sometimes i dont even know which way my car is pointing 👍
