bad shifting points

Im not quite good with the terminology used in tuning yet so please bear with me if I butcher my question.

So say I have my gtr, max hp around 8500 rpm and torque around 8700 rpm. I would assume my ideal shifting point is somewhere near 8400 rpm. But the gtr redlines at 8000 rpm, and once I get to about 8200 rpm the needles starts bouncing. From what I read in The forums this is the rev limiter or something, but im not quite sure why it limits my rpm there so that I can't shift in the ideal rpms. Is this a problem in transmission tuning?
 
It shouldn't be anything to do with the trans, I'm stumped tho why it won't let you shift around 8500rpmish when it's obvious it should be able to rev out to 9000rpm. I'm sure someone else can give you a better answer but that just doesn't seem right.
