Benefits or limitations with Gran Turismo Concept cars?

I'm looking at buying either the Corvette Stingray Gran Turismo Concept '13 or Corvette Stingray (C7) '14. To me they seem ruffly the same.

When buying the Concept versing of a car, in general, in GT6 are there any limitations on how one can tune the car? Or do you get more bang for the buck buying a Concept car?

Most concepts are tunable in the same way that road cars are.

And as for the C7 they both work out about the same performance wise, but the main differences are design and handling. I've used the concept C7 with the normal C7 tune and have noticed no difference personally - perhaps a tad more understeer.
