Ahh it just seemed strange after I quoted you !

No not an exhaust fail at all, when you let off the throttle most cars will run rich for a very short period (especially race cars) unburned fuel collects in the exhaust and ignites (either due to hot exhaust pulses or hot manifold/headers) which sends a flame down the exhaust and out the exhaust tip - only de-catted (catalytic converter) cars will do this, as the cats will stop the flame or prevent enough fuel from even accumulating in the first place to create a backfire.
